Radians SP41 waterproof safety pants are going to give you the hi-vis durability you need all while giving you a waterproof protection to keep you dry. They are manufactured with 300 denier oxford polyester material on the upper portion for visibility and color blocked at the bottom of the legs to hide dirt. The elastic waist band with slash pockets make it easy to access the pants and these do meet the Class E ANSI requirements as well.
